You are not telling us the type of sensor (1000 ohm, 10K, etc) and what it's wired to, but my guess would be the the controller input is set to only scale the signal between that range.

I don't think that is the case, I have seen units with the RTU-OPen (Bacnet) card installed running from a conv. thermostat.

Write to AV1902, read from AV2007, have tuning policy set to Min write 1 min and max write to 2 mins.

As Orion242 said the Gateway should not matter too much on a direct connection, but if you have the Jace or Laptop Gateway the same as the IP it MAY cause some issues.

What is the gateway address set to in both the Jace and your laptop? 101.10.100.1 for the Jace LAN port is a little unusual because gateway device is often set to xxx.xxx.xxx.001.

There is a flaw in 4.8 that causes the Jetty web server to quit working, there is a program object available that checks for this and restarts the JWS. Or upgrade to 4.9.
