The whole ball valves on x-tanks thing come's from way back and isn't a new code at all. These days it's a 'misapplied' code at best.

It really depends on the inspector. The older guys frown on it and the newer guys never read building code and don't know any better.

Depends on the inspector around here. I try to valve all of them and take the handles off. Some are ok with the valves, some are not.
