you can check your ground by checking continuity between neutral and ground. Ground and neutral are electrically connected (bonded) inside the breaker box. though i don't know if the unit cares about...

i always just check the mF against the rating... you can discharge a cap by setting your meter to VAC and stick it across its terminals.

whats the subcooling? whats the temp. diff across the filter drier? whats the temp. diff. across the king valve? if you think there is a restriction there, i would check for refrigeration effect.
