Where are you located? I have several older condensers that still work fine. If you live close enough and can show some proof that you are certified you can have one.

No stop leak! Should be a fairly large easy to find leak if it needs charge every 3 weeks.

Maybe try nitrogen pressure test with an ultrasonic leak detector.

Check flare connections and also check shrader cores. Could be shrader cores and noone has found it because they still had gauges...

I think you should have a HVAC Tech fix the drain so it has proper fall. It should not run up hill and needs to be fixed. Have the tech check level of unit and test drain after repair of the up hill...

Why is the tech replacing the capacitor now. If the capacitor is bad he should of been able to diagnose that very easy the first day. Im not there but a really doubt its the capacitor.

I think that hole is there incase the drain line cloggs. The water will come out there instead of overflowing the drain pan and rusting the bottom of the airhandler out. I dont think I would plugg it...
