Yea simple phase correction should do the trick....Thats why they pay us to start them up ;)

Hold on your first post was about circuit 2 cooling lockouts. A heating alarm shouldn't be affecting just circuit 2. U may be reading the wrong boards alarm

I work for Johnson Controls, I started out at York and stayed after the merge. All together its been about 6 years. I can honestly say its been good for me....
Seems to me like your starting up partially loaded...May need to start looking into compressor unloading issues
is there any active alarms before you reset the unit?
Typically i see them between 45% and 60% fully unloaded..... You may want to check if the compressor is actually pulling that actual amp draw...

yea jogas you stated that when 4cr pulled in, which serves the cch, the breaker tripped. Did you check the CCH to ground?
Has it tripped on any alarms lately?

I had this problem before and found one of the aux. contacts on the compressor contactor burnt open. It had 2 sets so i just moved over to the other side and it ran. Follow your schematic from that...
I had this problem before and found the crankcase heater grounded out on 1 of the compressors. I disconnected it temporarily and started the chiller up no problems. Eventually changed it out. Working...
