The best way imo would be to make it a pumpdown system. If you just changed out the lpc for tstat you would have better control but still have migration issue

Agreed. I never rely on sight glass to set charge only finish off once proper receiver level set. Very easy to overcharge system using sight glass only especially when dealing with high ambient temps.
Hot receiver sounds like headmaster is bypassing hot gas and operating fine. I would torch receiver and check refrigerant level. You may be low on charge.
Make sure all fans are running and torch receiver. I would say approx 40-50% level. Always make sure you can pumpdown and pressure controls set accordingly. Remember not all compressors equal so...
