When it comes to air flow, conditions at the evaporator usually effect suction pressure more so. Are you sure you have correct readings and are identifying the components correctly?

I know static pressure rises as the resistance to the air flow in a duct system increases, and every duct system, filter, coil, register... etc, etc.... creates different static pressures.
