My first suspicion would be HVAC guy saying that air conditioining is different. A qualified Electrician should know exactly what size wire and breakers you need.

I deal with NECC all the time. They can send you a catalog and they carry other maufacturers brands if you want to try another product.

Do you have and ambient temperature contol on the condensor to cycle fan on and off. Maybe your fluctuations are from this control.
