It's a 3 ton heat pump. The basement is 30x15, 8 feet high.
See if the unit has split coils, some even are 3 rows deep. Can't recall any intellipacks having 3 rows but make sure.

It could be any of those problems you mentioned. It might be time to call in a pro before you end up being the power head for the valve... all winter long

A fan cycler should be used when the compressor will run in low ambient conditions to keep the saturation temperature in the condenser up.
We get 1 hour a day for everyday were on call. Thats at regular pay, then if we get called out we get 1.5 time for after hours and double time on Sunday. thats the unions rule.
