What's weird is that I get 26.5 volts between R and C, C and G, C and Y at the air handler, but I get 14 to 15 volts between C and O when calling for heat.

I installed a new 2 ton carrier heat pump and new 2 ton FV Carrier fan coil with a Nest thermostat.
After wiring it, I couldn't get the equipment to run on heat. Did fine on AC.
