You sure the rack being sub cooled has enough gas?? If the rack is short you wont get temp. Also what about the rack that is feeding the subcooler, is it short on gas??
Did you pump it down and check all the TXV strainers?

I have to deal with cleaning the Tyler cases that Costco uses for there deli islands about every 8 months. The face of the coils plug up 100% due to the fin spacing for energy.

I close the suction and oil line and I have never ever had a problem. The only time I close the discharge line is when I completely pump the comp out.

In my 10 years IV never worked on a belt driven or tandem compressor. I guess living in the OC is a good thing!
