So ESP is when you take your readings from the s/a and r/a and add them. TESP = ESP + VELOCITY?

Yeah, check that condenser fan motor and see if its getting hot... I had a carrier unit with head pressure just like yours, the motor was getting really hot. I changed it, and shes running steady.

It seems like the low Side gauge leaks...
insulation does play a role in it. I would have a tech out their asap. Sounds like it could possibly be low on charge, but again you need to have a tech look at it.
evap is a 3 ton, and the condenser looks to be 2 ton? Doesnt look right to me ...But will let the other guys answer this one.

There are a million things that could bewrong with your set up. Best thing to do is have them run a new calc. double check the sizing. Then i would have them do a good thorough check on it from head...
