ask him if he could get his hands on a Rheem. Goodman is ok'ish but it is the bottom. Rheem builder's grade would be just slightly more and they make good, dependable equipment.

The Duct wrap is called Reflectix. You have to cut 1" strips, attach them to the duct with metal tape, and then wrap it up. Using the spacers will give you an R-factor of 6.0.

It's a service call. The tech is there to check out the entire system, not just the condenser. He shouldn't be charging you extra to check the air handler. You need a new tech.
