Local codes could differ from state code. The right way to do this is to secure a permit and get it inspected. IThere are some new codes for snow level, minimum height, etc.

My guess is: no gas. When you pulled the spark plug and called for heat (please don't leave plug attached AND next to open hole) did you smell gas?
