That is because you are partially melting a thin layer of the ice to remove the groves and gouges caused by the skate blades. Hard to do that with cold water.
I'm not following the thinking here why this would be better than one properly sized coalescent type separator like a Temprite?

Just a thought....does the rack have encapsulated pressure controls? I've seen them act erratic when they went bad, although two at a time is a stretch.

I've used these and they are adjustable I can't recall how low I've gone but it was on a low temp 22 rack where I was having a similar problem. The model I used was the PSC-AJS I think. ...
Why didn't you use hydrazorbs on the liquid line as well? you already have the strut there? That tape will fall apart then whats going to happen to those liquid lines?
if your contactor is bad single phasing the compressor and causing it to go off on internals, that will cause you to trip on oil. Far more likely to have a bad contactor than a bad internal over...
Check that compressor contactor also.
