The instance is the number of the object (for this object type), usually starting at 1 and going up.
I think there is/was some kind of automatic ID selection in the work for BACnet, but you should start with the idea that you will have to provide it yourself.
You can hope for such names, but some manufacturers just map their own internal variables to BACnet objects, without giving any meaningful names.

While someone hacking your BACnet network is possible, that's not the first place I would look.
ANY BACnet device on the network (including workstations) could be sending weird commands.
