Its not a replacement for manual sweeping. It believe what it does is break down or dry out the really nasty stuff so that it can be swept out easier.

I do not know the exact resistance value, but I know you should get a reading of some sort. An open circuit (or 1 on the meter) would mean the ignitor is toast.
