You can't check a system by pushing in on the contactor. The other half of the system has to be on too. You need airflow over the evap coil.

You said your old furnace was 80% efficient. That's hard to beleive on a 40 year old furnace. I would say its 87500 btu at best.

try running it with the blower set to on at the T-stat. Does the blower come on?

Did you jump them out at the board? If so the board is bad! Make sure grounds are correct and the right polarity voltage to furnace.

Call someone that knows what there doing, before you blow up your house. Turning on and off your furnace can be very dangerous with the problem your describing.

Is the house comfortable? or does the furnace have long run times to satisfy the T-stat?
