I cant remember off the top of my head but which side of the 24V does the lockout module break to the contactor? This may explain your strange voltages if the neutral side is being opened....

If your twenty foot extension ladder wont reach it should probably have a roof access. Unfortunately that isnt always the case. There is a code in place with regards to it but im sure its different...

3. I am assuming these are two scrolls so there prob is no way to isolate each comp....
