the larger the duct size, especially with flex, the less air noise you will notice.

personally, in this case i would install no smaller than 18" and would advise a 20".

as far as the filter...

a high efficiency furnace is condensing by nature, so that answers the questions.

sound like you either have a drain overflow or a bad condensate pump (if you have one).
