if you have a working 4 ton unit a static pressure test would be a good start for ducting capabilities . as for back up heat i would use electric heat strips or possibly a wood stove

3.5 tons of ac for 3300 square ft in houston seems a little week to me . then add in that crappy duct system probably won’t never keep up on the hot days
