have ac contractor back out and make sure refrigerant charge is where is should be and make sure air handler is wired correctly. if not fan motor may not spool up to capacity.

try turning off power to the system and reboot. power meaning system breakers in house electrical breaker panel.

Your Return flex needs to carry back 1600 cfm. Consider an 18 - 20 " flex size as your return. If you break it into 2 returns, go with 2 14" flex ducts. This keeps the return from starving the AC.

make sure your contractor registered your equipment with carrier, or you do it, so you max out on the 10 year parts warranty. if not registered, you only get 5 year warranty on all parts.
