Check the burner orifices to see if they are plugged. I've seen them plugged with bugs and spider webs. Also check gas pressure in and out of valve.

Could be outdoor t'stat issue as well.

Oil furns put out hotter air, but lower temp air and longer run times produce a more comfortable house. You will have a hard time convincing people of that if they have always used oil.

Best is to offer all the pros and cons and let the customer decide. In my house I would use 2 stage stat.
