I think the driver is available for Tridium Niagara AX from a third-party developer. Haven't tested it myself.

Could you give an example for such cloud-based system? What SCADA-software is used? Was it hosted on some popular cloud (Amazon AWS, Google Engine, Microsoft Azure)?
Xentas talk LON directly, but they have to be specially programmed for LonMark-compatible communication. Without it you won't be able to see any points.

Niagara is a quite big framework with some not so simple mechanisms.
I recommend you to build a very simple command line WS client first (without any Niagara stuff)...
You could use any generic Java web service library (e.g. JAX-WS 2.0) to build SOAP client for Niagara.

I will need VisualLogic to program BCM. And probably IBEX TDS to read programs from existing controllers in case there are no point lists available.
It is possible, sure. But I don't think CSV driver will help you here.
You have to look on Program service and write a script to create / configure whatever you want. It does require Java knowledge.
I haven't used it personally yet, but I know people who used it successfully. Not with Staefa driver though.
NorthBT also have some drivers for Staefa legacy systems. You could use their Compas system as a gateway to some standard protocol like BACnet.
There is a third-party Staefa Smart II driverfro AX. Don't know if it will be good for you.
