I doubt that flex duct is insulated. Flex duct straight from air handler isn't a sign of good duct design. I would definitely have the duct work addressed no matter what system you choose.

Heatpump will work fine. Here on the Outer Banks NC there is many houses with little or no insulation and they work fine. Make sure your contractor does a heat loss/gain calculation.

The only thing I would like to see from Hoshi is an easier way to clean the evaporator. The water quality here on the OBX isn't very good not to mention the owners that don't do regular maintenance....
