That's correct. I'm sure the apt. manager wants the AC to work right because they do want to rent it out, but on the other hand he is not going to be pushed on the matter because he knows the law.
I have three rental houses. Here in NC you are not required to provide AC (heat only). It all depends on what is in the lease. You just moved in the apt. I agree you should ask for a downstairs apt....

If the unit was off all day and it hit 100° and it was only 83° inside then it must be a pretty tight apt. Don't turn it off. When you turn it off it has to work really hard trying to remove that...
I do agree 60° air out of the suppy is not bad. I don't know all the circumstances behind it but I do think it should be cooling better.
Got home unit was off.....83° Turned it on at 5:00pm, 8pm comes and it's 79. 1100 square ft. Come on...I don't know about you beenthere but that unit is not not working right.
Also keep all the windows and doors closed. No AC will cool if windows or doors are open. Good luck and God Bless.
Not good. I don't care how hot it is outside your AC should keep it cooler than 82° inside. Here's the problem. I don't know what the laws are in Texas but here in NC landloards are not required to...
Not me, and I don't use acid cleaner on evap coil. I could clean that coil without taking it out. Sounds like he created work to me.

I agree. Should be simple enough to check air flow through the condenser.
Do you think he could have wired it backwards?
I've seen that too, but unless the guy is a total dimwit he would notice no air flow out of the condenser.
I noticed that to. But the initial problem was a condenser fan motor. I assume the unit was ok until that. I think there would be a freezing problem if that were the case.
