Well the one I worked on was high voltage.

No, it is on the high voltage side, ohm it out, if in doubt, replace, they get flaky. If it electric heat only, and the customer feels cold, bypass it.

The watt restrictor I just saw was the same as a limit, High Voltage. To the best of my knowledge they are a snap disc limit, so ohm it out.
