Yes. It will cut out on high pressure. In the heat mode. Your inside coil is the condenser and the outside is the evaporator. The unit is not designed to run much over 65* in the heat mode.

Sounds like you might have it whooped. Might consider a small pump like a taco circulation pump. Depends on the cost of ripping out pipe versus the pump.
