I meant that the tech should move the tap. not the homeowner. It is a brand new install so the tech is going to be there until it's fixed. not sure how that would cause injury or death. As far as having police, i'd say you're doing a pretty good job by yourself.
Being worldly isn't needed to realize HO'S love to finker with equipment "without" advice from a pro. Given them fuel can be quite dangerous, I'd like to think!

Thanks for all your responses. ADillon, thanks for your help and such a comprehensive response. I will ask the tech about the blocked drain switch and keep you updated. Since I last reset it three days ago, it has been working fine.
