Looks like someone turned the trapped drain 180 degrees upward for some reason. Either that or they thought they needed a vent that prevented rain from entering it.
Looks like new pvc 90 on the end. Not sure what they were doing there.
Looks likes a periscope! Love it.

The drain is correct. The unit is upside down. DUH!
Remember these people do reproduce... It is a nice snorkel.
