I run into these a lot, but only in places where there is no running water.
A urinal with no way to flush it is a very smelly thing. But if you dump ice in it a few times a day it seems to work perfectly well...

Lots of bars put ice in the urinals here in New Orleans. Keeps the drunks from pissing in the ice bins.
