I have never heard that one ,but sure sounds like a good CON TOOL . I heard this one , If you reroof your house , you must buy a new car.
I think where this is coming from is all new hvac system should have a Manual D design program to tell what size goes where ] and follow it for ducts to be installed in new homes.

Actually there are 2 retirement communities that I’m aware of that this is for the most part true (not the law part, but the replacement of the ducts part, but with the 13 SEER “law” I can see the confusion).
The systems currently installed consist of an air handler that hangs from a utility room ceiling. Any replacement air handle capable of achieving a SEER of 13 will not fit in the area the current air handle resides.
The new system needs to have the air handler located in the attic. The entire duct system does not need to be replaced, but over 75% of does, and like a lot of things, it’s easier (more cost effective) to trash it all and start from scratch.

Unfortunately there is no such law...I wish there were. We have a number of retirement communities very close to me that are 20-30 years old. The original duct system is fiber duct and flex. The ductwork is literally falling apart and I would guess there is 15-30% duct leakage on average. I don't get much work in these communities because I outright refuse to install new 13 SEER equipment up to this ductwork. I tell them that its a waste of money and they think I am trying to scam them into spending more money. If the DOE wants to conserve energy, then it should be a law because I don't care what SEER equipment you put in these houses, its wasting energy.
