Does the unit have a Low Pressure Control Bypass Timer?
When you get to a system that is operating sporadically, take your time. Step back, and look at the big picture. Pressure control settings, superheat, subcooling, coil cleanliness, etc. . Review all of the basics, and assume that the last guy that worked on it was wrong and messed things up. Chances are, you will be right. Look at the big picture, and narrow it down from there.

A good lesson you've learned here is to never trust a sticker. Always trust your knowledge and tools over a sticker.

Thanks, guys. You're making me blush. gcmechanical, I'll answer any question that you've got here on the forums. Yes, low charge will cause uneven frost patterns as well.
so tell me undercharged system would cause frost pattern only on the top of evap right
I've learned probably more from him than any of the guys I work with, honestly. 2sac, icemeister, phase loss, and cracker too just to an,e a few more who are awesome.

is that why just the top of the evaporator is frosting?
You said it's pumping down but failed to say what the low pressure control is set at.
