We hired an HVAC contractor to install a new furnace last year. He pulled the no filter cabinet, shove the filter under the blower stunt. Needless to say I called the lowlife on it.
He sent his minions back out to install a filter cabinet, but screwed up everything else in the process. I ended up redoing the whole mess.

Were those T12 tubes? That gives me a clue, I bought a case of GE UltraMAX ballasts (GE-232-MAX-H/ULTRA) and upgraded mine to T8 tubes.

    T12s seem so outdated now.

And he has no intention of buying / installing a filter frame or base.
