There are big holes in the information that you posted to give a comprehensive answer. Air handlers don't humidify. I think you are talking about dehumidifing, are you not? If so the more fins per inch, on the cooling coil, the more moisture will be removed.
I am wondering how to answer this question: how the fin's thickness influence the humidifying ability of a fan coil, provided that the face velocity is kept constant?
