New Orleans over the years managed to dodge lots of bullets. Everytime a hurricane headed its way, the experts predicted it would be catastrophic if it took a bullseye. Yet they couldn't come up with the billons it would cost to cope with a category 5. If they can't come up with the bucks to deal with a cat 5, they should abandon the site and build on higher ground....seems they would be pitching hay to a dead horse otherwise.
For crying out loud; New Orleans is below sea level. It's one thing to build on ground that is lower then the water that is near it, but to fill that city with French ancestry is just plain stupid. They need to keep all of the displaced citizens of French ancestry from returning and replacing them with Dutch lesbians. That way the new citizens will quite comfortable with stopping future flooding by just sticking their fingers in the dykes.
"PREVENTION" isnt the answer. It's how we deal with issues once they arrive on our doorstep. That is the measure of a people. A society. And it's mostly based upon the individual, here in this country. how do we relate to our own as well as the suffering of other people? what action does this calamity drive us to?

I say we fix the city up, and then turn our engineering efforts into stopping hurricanes before they start. We should be able to stop these things before they become dangerous.
Maybe not the next one, but sometime in the future.
