There is a safety, the refrigerant lines, cant you see the tar-mound for the lineset. its built up high enough to keep it from sliding off even when the pallet rots away

After that happens and the lawyers get involved, good luck.

They could have at least made a stand out of 4x4 treated lumber or somthing like that. That would be cheap, it would probably only take half an hour and only use $30 worth the wood. It wouldn't look any uglier than a cinder block and a shipping skid.

Which is every gas station that ever existed.
They were given an estimate for fitted plat-forms and also an estimate for the electric and roof penetration sleeves. They didn't want to spend the extra money so they did it themselves.
    Time to walk.

As far as the equipment installation goes the owners knew up-front what could happen if the unit wasn't installed with the right equipment curb under it.
Yeah. They could deny that anyone told them. Then when it falls off they play the blame game, and it comes back on your company for being the knowlegable person. Hate to tell you this, but ANY court would side against you if this falls off and hurts someone. YOU knew it was unsafe, and since YOUR the professional, you shouldn't have created the hazard.

They were in a hurry and needed refrigeration to sell products immediately.
Heaven forbid, safety gets in the way of profit margins.

A little explanation is in order here. Have you ever heard the stories about the cultured people that own a lot of convenience stores here in the good old USA and they like to beat you down on the price of your work and are slow payers? Well the guy who did this work was low bidder. Go figure....

What is the huge pile of something they are trying to use to seal the roof penetration? The sheet hiding that death trap must have blow off sometime after they got paid.
