It is the same code for the 13JPL.

The compressor and fan motor will stop when the low pressure control opens, and will start again when the low side pressure rises to approximately 40 psig when the low pressure control automatically resets. If the low pressure switch trips 3 times within 120 minutes of operation during a particular call for heating operation, the defrost control will lock out compressor and outdoor fan operation.

Sounds like a stat problem or setting.

You gave us the model number for the air handler and not the Heat Pump (outside unit).

Those two LED's you are talking about are on the defrost control board of the Heat Pump - correct?

I think that LED combination means - LOW PRESSURE LOCKOUT

Post the model number of the outside unit for further verification.

Could be outdoor t'stat issue as well.

You say the outdoor unit will run in Emergency Heat Mode when you set the t Stat to Emergency Heat? Emergency Heat should turn on Heat Strips on the indoor unit and the fan, that's all. It sounds like either a T Stat problem, because RHEEM requires 24 volts to reversing valve to switch to heat. In cool there will be no voltage to the reversing valve. It could also be a bad defrost board.
