The GFI receptacle only has be the first plug on the branch circuit. You'd have to test that and see if it kills the to this one to know for sure. I was thinking rental, but a public restroom like a gas station, that's just a lawsuit waiting to happen. The pt may never go by itself but all it takes is one curious kid to pull the little lever.
yep sticks for holding lav up, i would say breaker is not gfci because other receptical in the room was a gfci. If he/she paid as much attention to electrical codes as plumbing codes ide say its lucky to have a ground This was public restroom BTW no drain in the floor not gonna mention the place of buisness.
