There is a safety, the refrigerant lines, cant you see the tar-mound for the lineset. its built up high enough to keep it from sliding off even when the pallet rots away

They could have at least made a stand out of 4x4 treated lumber or somthing like that. That would be cheap, it would probably only take half an hour and only use $30 worth the wood. It wouldn't look any uglier than a cinder block and a shipping skid. A little explanation is in order here. Have you ever heard the stories about the cultured people that own a lot of convenience stores here in the good old USA and they like to beat you down on the price of your work and are slow payers? Well the guy who did this work was low bidder. Go figure....
What is the huge pile of something they are trying to use to seal the roof penetration? The sheet hiding that death trap must have blow off sometime after they got paid.
