get your subcooling up to 10 and see what happens. It sounds like you're undercharged.
only half of coil getting cold? 3 degree SC? not sure what spilt is... If its milk, you aint supposed to cry. I know that. I've heard old timers call the temp difference the "split". If thats what you're talking bout, 10 just wont do. I'm probably wrong but I'm thinking under charged.

You need to know subcool and superheat. Your subcool should be higher than 3. Sounds undercharged. What was the superheat?

Yes i removed flow rater.
had one one time installers installed txv didn't take out the flow rater, low suction poor split unit was charged by subcooling to specs

Reuse lineset? Purge lineset? Evacuation to what micron level? Feed tubes freezing one side only? What is the superheat and subcool values? Airflow measured? More information and maybe a few pics may help.
