I've never heard of a condenser motor not cycling with the compressor. Is the compressor kicking out on overload? Is it a reversing fan motor? If so, perhaps the timer is bad or a bad wire so it's not spinning on reverse cycle.
The vast majority of Resi refrigerators are wired with the condenser fan to run in parallel with the compressor. Only very modern, high end resi units have any advanced controls to cycle the condenser fan. Not directly familiar with your unit, but assume the fan is supposed to be running. Does it kick on at all?

If it's wired in parallel with the compressor it will, if wired to a board or diferent circuit it could cycle.
its possible..... if there is a control to cycle it......not a appliance tec.... can't say fo sure...
The Condenser fan SHOULD be on right? I believe I know the answer, but I'd like to check myself, for my dads sake. He has an Amana refrierator model TR21S4l serial 9606119548. When the compresser runs, so should the condenser fan, right?He's being told by Amana and some other guy that "not always", sounds wrong to me.
