Was it torqued properly? The lever should be put midway and the cover plate cap screw tightened to 35 ft/lb to keep it all turning evenly. If not it could keep binding up like that.
CFC Mafia, No it would start up, however the vane motor couldnt move vanes, a little "tapping" got it moving, then I loosen up the 9/16ths bolts on shaft cover plate. Problem so far has not reoccured but doubt if problem is solved.
I was not aware of the vane modification, thanks for the bulletin, I am 99% certain however that this is what the JCI office installed last year when they pulled the entire compressor and sent to their shop. i will get customer to enquire if that is the case. Thanks again!
Just to clarify, The machine sitting for a week, I dont think that caused anything. I am assuming the customer tried to start the machine and the vanes stroked and locked up.
I remember on some of the small YK's and on the 2000+'s. The vane actuator would travel beyond the allowable geometry and this would cause the vanes to lock up. Then the machine would not start because the vane arm closed end switch was open. Good luck.
PRV Not sure if this will help you but its worth looking into.

York YK vanes sticking? Customer complained that vanes not opening. Found control shaft had galled against prv control shaft cover plate? Replaced shaft(new square end model) torgued to specs, pulled compressor bearing housing back to check vane operation and all looked good. Reassembled and placed back in service. 1 week later after sitting idle it started dragging again. Loosen up the 2 bolts securing shaft cover plate and vanes stopped dragging. Model YDHA90 compressor. Any one seen any service letters on this problem?
