Is it ok to have a trane 3.0 ton heat pump (4TWX4036A) with a trane 2.5 ton air handler (4TEE3F31A)? I thought the heat pump was suppose to have less nominal tons then the air handler. Thanks.

No, so don't do it.
Use a 4TEE3F37A or 4TEE3F040A.

That's an approved, ARI rated match BUT it only gets 13.00 SEER where the bigger air handlers will get 14 SEER and a higher HSPF.
