I AM TRYING TO FIND OUT THE PROCEDURE FOR CHECKING TO SEE IF THE STRAINER IS PLUGGED OR NOT. IS THERE A WAY OF CHECKING WITHOUT RECOVERING ALL REFRIGERANT?

Take the line temperature before and after the strainer

That should tell you.

Common problem even on new systems never opened before. Next time your down or open insall new access fittings into piping after and before if not present. I do this first chance because of past problems with bad factory assembly. Some purge with nitrogen and some don't.
