the fan blade my be going bad. sometimes when the blade loosens from the hub it can make loud noises during start up and shut down.
recommend having a tech come out to take a look at it
is there not another contractor in your area that could be of assitance?

i had the rep from the wholesaler look and listen to it . I was the one that installed it . The noise on shut down is the compressor and that make me worry that it wont last. I worked for a service company for years and am not a pro on a c if i had a problem i would ask one of the bosses both were journeyman
Thanks for the reply

is not unusual for scroll compressors to make a noise during shut down. if york has a compressor blanket available for that model, it can help reduce the noise if it is of nuissance.

Because a fan can spin freely, there is no hard start kit for a fractional hp fan motor.
Am I correct in assuming your fan motor and blade are generic replacement parts, and not the correct OE parts? Is that why a wholesaler is involved?
Short of replacing the motor and blade with the correct part, we can't make a further diagnosis without being there.
Is your compressor elliptical or cylindrical?

Excessive noise is a valid warranty code (at least for compressors)

This may sound crazy but remove the hard start and see if the noise goes away. Only be careful not to remove anything else like run caps for both motors.
