external thermostat?.

i'm only into the end of my first full a/c system working with apartment maintenance. i have seen two new goodman air handlers with some sort of thermostat mounted on to the return air plenum. anyone know what this does??.. it might be a stupid question i guess but i would appreciate any coments...maybe from one of you guys that installs goodman units.

if it's in a common area, it could be the unit's actual thermostat. I've seen people throw stats in returns to keep people from playing with them. Not my preferred method, but others seem to love it.
