I have 2 questions concerning my new Xlr 14i Trane system.

1. I have a variable speed air handler, should the fan run on variable speeds in the "cool" mode?

2. Is there a maximum length for the lines running from the indoor unit to the outdoor unit? would longer lines hinder performance?

No. The unit only varies speed if you are using enhanced mode and that only lasts for I think the first 7 minutes of run time. Once it reaches the cooling speed, it runs at that speed until it starts to shut down.
