ALC help please

Evening!
Question for ALC techs.
I posted before about local access into a controller. I have the USB-L link kit and followed it. I also followed advice given to me previously about isolating the controller from the network. I not only disconnected the arcnet comm cable but stopped the IP network from talking to it through the Config page.
The only response I get when I do the Manual Command "rnet here" is a Network number and a Mac address. This is further than I've gotten before, but if I do a Modstat I get a failure message. (something like rnet communication failed after 3 tries...that's approx the message, I left the notes at work).
I started thinking this through a little. It seems to me that in order for my laptop to act as a server talking directly to the controller I would need to already have that controllers and/or routers database file loaded on a SiteBuilder program.
Any ALC guru's out there that can help?
