Put utility submeters on your plant. Put Btu meters on your plant. Take the consumption and demand share of the utility bill for the plant and parcel it out to tenants based on their monthly W hr share of the total monthly W hr produced by the plant. Or work out $ per W hr based in historical data and adjust quarterly for energy prices. Tenant lease agreements should also specify how this works.
